    The Greek Ombudsman, Andreas Pottakis, publicized on June 1, 2017, his special report titled “Migration flows and refugee protection – administrative challenges and human rights”. The special report is a comprehensive account of the Ombudsman’s findings and conclusions on the management and corresponding procedures regarding migration flows and refugee protection. Particular emphasis is placed on the period of time since peak of the number of refugees and migrants and until a year after the implementation of the EU-Turkey joint statement.

    - Special report on return of third country nationals
    The Greek Ombudsman, Andreas Pottakis, publicized on September 29, 2017, his special report titled “Return of third country nationals - 2016”. In his third annual report on the issue the Ombudsman notes that the number of forced returns operations has decreased, in 2016, whereas the number of detainees has increased. The Ombudsman also notes the lack of adequate and timely information provided to third country nationals regarding the removal operation as well as the wrongful use of handcuffs as a standard procedure without individual assessment of its necessity. At a European level, the Ombudsman observes the problems in managing mixed flows of both migrants and asylum seekers along the south east borders of the EU and calls for the strengthening of an external control mechanism to monitor the return operations.

    - Return of third country nationals –special report 2015
    The report reflects the work of the Greek Ombudsman in 2015 on the external monitoring of forced returns, according to its special competence under Art. 23 (6) of Law 3907/2011 and Art. 8 (6) of the Return Directive. The report contains the independent authority’s findings on return operations and pre-removal detention procedures in 2015 and its recommendations for improvement of the return system’s effectiveness with respect of legality and human rights.
